I imagine they are banned from signing players the same way everyone else are "banned" from signing players outside transfer windows. In other words, pretty sure they can make deals the same way as we signed Podolski before he was able to play for us.

They can still sign players but they can't play for the club till the end of the ban.

The "ban" is simply not being able to register new players until Jan 2016. Of course they can buy.
Of course, but nothing they do will have any effect on how the summer pans out. Last summer their purchase of Bitey opened up for us signing Alexis.
Maybe not this summer, but I don't see how Barcelona buying a RB who is someone else than Hector isn't good news for us.

Good news for us as Bellerin is safe now! Interesting that their fullbacks were academy cast offs(Alba and Vidal). 20m euros is a high price for a player who was only bought for 4m last year though.
Not sure about that. Bellerin is six years younger than Vidal, if Bellerin develops as we hope he will the club will have to match his output as well. Not too worried right now, good sign also that he already speaks the language better than Cesc does now after ten years in the country.
So his DNA mightn't be as infected so severely........
Sevilla's been a good poaching club for Barca.
