I suspect that it is a common global issue/outcome regarding European/First World colonisation.
Further to that I suspect it is also a historical issue common with any empire expansion, and many of the same issues could be found any time a local indigenous population became occupied.
I disagree with the comparison to the African Americans as they are not the indigenous population, and suspect the plight of the native Americans to be far more relevant.
The social issues seem to be more pronounced when the indigenous population is either migratory, agricultural or hunter gatherer type, as the act of colonization/occupation effectively separates the indigenous population from their sense of identity and self.
Many of the current issues regarding the Australian situation are the direct result of the mining conglomerates paying huge sums for mining/mineral rights. The resulting regular financial windfall provides a false economy without the need to actively contribute any direct action, and the combination of money, boredom, isolation, lack of identity and opportunity is a time bomb.
