I think Madaya was held by Jabhat An-Nusra but yeah, it's the same situation for the people trapped in the city.
The difference to Madaya of course however is that you won't see any pictures of children eating leaves in Falluja; there's no al-Assad or Putin here to blame for the situation. It's been a steady downward spiral since at least Saddam's fall for the city, Maliki's anti-Sunni sectarian US-backed politics have created this situation almost as much as Daesh and Al Qaeda have.
This is a pretty decent article which describes how complex the situation in Iraq is and how even the talk of Sunni vs Shi'a barely scratches on the surface of the root causes for the violence there. It also shows how the damage caused by Saddam's fall is still yet to be fully grasped.
Regardless, all of this is being carried out on the back of both the Sunni and Shi'a population in the city and its suburbs. There has been some gruesome footage of Daesh executing entire families throwing their bodies in the river if anyone was caught trying to escape the city, all the while there have been no WFP packages entering the city since September because of the heavily mined aid corridors.
