Most of the outstanding talents have already had a run in the a team. Verratti, El Shaarawy, De Sciglio, Perin... all of them are 21-22 now and debuted around the ages of 19-20. It's not a single good generation coming through at once because they keep developing these players all the time.
Italians don't put much stock in U21 football, or even the national team at large though. They're a bit weird like that. The country only starts to care when the azzuri reaches a quarter or a semi in the Euros or the World cup. It's always the club first.
