What were you hoping, that FFP would result in instant death for all our rivals' existing best players? It's a gradual mechanism.
Mourinho's been able to spend hugely because he's sold a huge value of assets—one of which (Luiz) he got a ludicrous price for. That's what FFP does.
Chelsea's loan players are a concern because they've built themselves a sizeable player investment empire outside their actual squad. That shouldn't be allowed.
But none of this means FFP is "not working"—these things wouldn't even be happening if FFP hadn't been introduced. Next up UEFA has to start to regulate the other aspects of player trading, and with the continued support of the majority of clubs, it probably will.
