This actually made it even more suspicious from my point of view. Since they're already under sanctions from UEFA, they could arguably reason that if they maximise their regulatory pain now any sanctions could be lifted in a season or two - especially if they've agreed an under the table deal with Chelsea that might include inflated fees coming back the other way at that time.

That makes no sense though. Why would PSG want to take a hit, potentially a ban from European competition altogether for the next year or two, just so the favour can be returned further down the line by a club who will then have to suffer the consequences themselves once the restrictions are actually much tighter? Can't see them sacrificing their baby as any sort of favour to Roman either, partcularly since they have the means and resources to do so in several other ways.
More likely, PSG just want to make a splash and continue to flex their financial muscle to promote a certain image, much like Madrid. It's something that fits perfectly with the Qatari MO. This isn't the first time they've paid a massive amount for a player either.
It's also worth noting that as yet, they havn't breached their spending restriction.
