So did Kuyt and a bunch of other strikers like that alves guy who went to middlesborough and did nothing.
His record when he came to England was poor, simple as that. He has improved massively over the past two years in that respect.
His record was certainly not "poor" as you yourself just conceded by comparing it to a few of the previous outstanding returns by players. Yes Kuyt and Alves were found out in better leagues but you only have to look at the quality of Suarez's goals for ajax to realise he was on a different level to kuyt and alves.
Of course he has improved but he was still banging them in consistently at Ajax.
Yet his conversion rate when he ended up in England was sub 10%. Bryan Ruiz scored 24 for Twente, goal scoring records from holland mean very little in almost anyone's books. Currenly, Finnbogsan and Pelle are the top scorers in hollland with 29 and 23 goals, do you think they would get more than 10 goals in the premier league?
Again, at the same age Suarez was not a class above Balotelli in any way. No one was saying in 2011 that we should have bid for suarez and rightly so, because he simply wasn't the player he has become.
