It does seem like there is something already agreed for the summer between us though. Between Wenger keeping things quiet despite being easily able to say he wasn't interested and Draxler's admission that a move was blocked it seems like we agreed to keep things quiet to let them save face. Otherwise doesn't make sense for them to reject an offer from us slightly below the release clause and risk Bayern coming in next summer and getting him and keeping him in Germany without being able to reject.
Shalke would definitely rather sell him abroad and if given the choice of selling a few million less and preventing a rival getting or selling to the highest bidder (which would be pointless due to the release clause) then I'm sure they'd pick the former. Just think Arsene probably thought we didn't need him urgently and signed him for next season and let him stay there to get as many games as possible.
