It was, but it was also his 1st full season at any club since then. Played half a season at Ajax after that super season + half at Pool where I'd say he was very unlucky/rusty infront of goal, but his general play was top quality.

I strongly suspected that Wenger was going to go for major big signing this summer but in a million years I would not have guessed Suarez.

Yes, we could we improve it but just signing players because they are available does not necessarily make you a better team.

We've already supposedly put in large, official bids on ... Bender, Higuain, Suarez, Rooney ... ? Who am I missing so far?
In previous summers, we have blamed Chelsea and Citeh for destroying our transfer plans. This year, the French clubs have taken things to another level, to the extent that even clubs like Real probably cannot compete with them.
What it means for us is we're further down the pecking order and have even less of a choice when it comes to the truly big players. If we have a chance with someone of Suarez's quality, we have to take it. We cannot afford to turn up our noses. We might never get a chance like this again. FFP is clearly a pipe dream: we will never see the day where we are allowed to outspend Monaco and PSG due to our better revenue streams.
Nothing to do with the FFP Wenger simply refuses to spend big money, he's having a good old laugh at those of you who actually think we're seriously in for a 30-40M player.

One fairly safe bet is that Wenger will do at least the minimum required to secure fourth place.

I think that shows he is willing to pay that for a top striker, whether he's going to go further remains to be seen.
Much and all as you'd like us to believe he's the caricature of the crazy old has been, he isn't.
We are in the market for a class striker this summer but there will be some major haggling before we part with the money.
In my opinion (just an opinion) Wenger has never shown overriding reluctance to go after the targets he thinks he actually needs at any price. Just the targets he merely wants.
The big question this window isn't whether we're going to do what looks required for fourth place, it's whether we aim higher.
