Yes, a manager may have an approved warchest of £50m for the season or whatever—the total amount that he or she is expected to spend across the board.
But for any individual signing he or she may only be delegated for £1m before seeking approval up the chain.
This is how large organisations mostly work, as far as I've experienced them. Obviously I can't prove this is how Arsenal currently works on transfers, but I see no reason to imagine that Wenger's overall budget is the same as his unilateral spending delegation.
