This is an interesting rumour. Few ideas
Higuain: as someone mentioned, we might be doing it to tell Madrid that we have options. Alternatively, we might be making this bid to put Suarez into play. Madrid are rumoured to be interested in Suarez. They would be down to one striker if they sold Higuain without replacement. Perhaps our bid for Suarez is intended to get Madrid to act quickly in bringing in Suarez, thus freeing up Higuain. I highly doubt that they would let Higuain go without a clear replacement.
Suarez: if we are genuinely interested, I support this move. He's a phenomenal talent. In an era when we had more players, I would have been more choosy, but I'll accept a scoundrel. He's probably worth around 40m pounds but there should be a discount of around 10m pounds on his value due to a couple of factors
i. his reputation for being unsporting
ii. his existing ban that we would take on
iii. his penchant for activities that could attract legal attention: racism and cannibalism
