Yeah, that's what I meant.
UEFA drew up these rules, they knew that the likes of PSG and City would try to circumvent them by finding pseudo-commercial channels for cash, they incorporated rules about fair value into the FFP setup.
Every step of the way they've talked about how those rules would be applied.
Against them is financial might and probably an army of lawyers. For them are the majority of the top clubs and the fabric/continuity of the leagues themselves, and the FFP rules that were supposedly prepared by a battalion of clever lawyers themselves.
Now they have to apply the system they created in exactly the cases it was expected to be applied, I guess.
