Yep, the managers ability to get more out of the team than the collection of individuals is crucial.
So Wenger didn't have to do too much to get the best out of the ultra talented bunch he had in the late 90's early 00's.

Wages:

Arsenal £143m
Chelsea £173m
Everton £63m
Spurs £90m

I think we're doing fairly poorly here at the moment, certainly worse than in the past. Must be £20-25m of wages spending we could trim without battering an eyelid.

We've talked about the wages issue before. It had me bemused as well but a couple things to remember is Arsenal are a team who has played in the CL for 15 years in a row so wages of our players are going to be higher. Also there have always been rumours that other clubs smudge their figures a bit so not all the wages show up in the wages category.

Wenger has mentioned something about it before - about players' image rights being included in our figures but not anyone else's, I think. In any case, as with any business, there's a massive financial gain by over-reporting costs. And when there's financial gain at stake, we're all over that shit.

We're paying for shit though, we all know that. It's not like the players are worth their wages but under-performing like in the case of Chelsea.
