I'd bet it gets negotiated up to somewhere between €35m and €40m. €25m is a reasonable starting bid. That's just €1m less than what Barca paid for him in the first place.

Dunno. They sold Fabregas for £30m. If they're desperate to offload him I could see the price being around £25m.

I don't know if they're "desperate" but it's been no secret that selling Cesc and Alexis was in their plans this summer.
Don't Barca owe us money from previous transfers? Could explain the reason for the low bid.

Or nobody is having a laugh and Wenger put in a reasonable opening bid that he knows won't be accepted but will initiate negotiations. That seems by far the most likely scenario.
