No, I think it is about timing. Signing a lesser player early on - or keeping options on lesser players - as a stopgap while he goes bargain hunting for a superstar seems like an established part of Wenger's MO.
It's all premised on not "killing" the chance to pick up a bargain on a marquee player in the closing stages of the window by signing a top tier competing option for a high price beforehand.
After Van Persie's departure became imminent, Giroud and Podolski were signed as options at centre forward who could also have respectively ridden the bench or played wide if we'd picked up a player better than either.
Based on recent seasons it's all a bit optimistic. Even when we do move for bigger names late in the window we don't secure amazing bargains by doing so, and of course we run the risk of missing out.
