They are bad, but the original movies are also very, very bad. The over-complicated plot makes the narration totally incomprehensible, and references to the "future" become so irrational that they are no longer even diegetic, may as well be Batman vs. Spiderman.
The performances, the cinematography and, on the granular level, the directing, is vastly improved over the first series. On the whole, it's awful, but there are sequences within it that are quite nice from a filmmaking perspective. Better than anything else in the Potterverse, for sure.
