If we're being serious, it's probably his capability to handle a big group of characters. Marvel aren't stupid enough to hire a director just because nerds love him if they think he's not capable of making a good movie. Most nerds aren't stupid enough to like a bad movie either just because they like Whedon.
Marvel definitely don't care if he's been a massive action director or not. The most notable works of the Russo brothers before Cap 2 are Community and You, Me & Dupree.
The Russo brothers and James Gunn have so far made the best Marvel movies.
