Hmm. Not sure. I think it might be the one, yeah. I found the quest by accident so I'm not sure how is usually starts, but the quest giver is located pretty much as far north as you can possibly get on the map. The dungeon I'm talking about is located beneath some old dwemer ruins. Takes a while to get there. The quest giver has an object that you need in order to unlock the last door and get in too, so you can't stumble upon the place by accident.
Edit: Actually, I don't think we're talking about the same place. I don't think you're strong enough to get there at Lv 10. What was the quest called that you were referring to?
