With Klopp there are so many unknown circumstances though. He's obviously a very good manager but Dortmund's rise to prominence coincided with several social and economic factors, and then there's Michael Zorc who has been responsible for so many of their signings, both for the first team and the youth side. Pellegrini on the other hand has built great teams with relatively small means for a long time now. Granted he got a generous budget for his first season at Malaga but many of the players are gone now. They're scrapping to get by. Pellegrini is one of those guys who could go to any team and get thirty percent more out of them immediately. I'm not sure Klopp is.
