The contact wasn't enough to bring him down. He quite clearly dived. 'Dived' doesn't mean no contact. It just means the contact wasn't strong enough. Unfortunately, referees don't seem to give decisions when players stay on their feet. That's why Torres probably felt the need to go down to get the decision. It was the wrong decision. But it wasn't as bad as, say, Wilshere getting clobbered yesterday and not even getting a free-kick (2:58 here.. ). Here the contact does bring the player down. In Torres' case, the contact doesn't.
Again, I'm not saying it wasn't the wrong decision. It was...because the referee can't have been sure that Torres dived. Because he wasn't sure that there wasn't contact.
