Perhaps. I don't know enough to say. Certainly the handling of some players recently was shocking by the looks of it - who exactly is responsible for which part I'm not sure.
By what Wenger said when the summer window closed, regarding Walcott's contract situation, it did seem like money (was left) on the table on "good faith". What sort of gamble was it? how far apart were they? what were the agreed conditions, and the silent ones (e.g. Wenger to himself - I'll pay him if he comes good till December; I'll let him fuck off if he's shit) - I have no idea.
If indeed there were such assumptions, and Theo, capitalizing on form or suitor circumstances, ups the ask, then I'd have to agree with you this is naive, amateurish and irresponsible.
I don't know that I have enough data to exclude that such "understandings" are something that could still happen ("in todays football management"). Perhaps it looks naive, but I don't know if that tells the whole story.
