Three things to say:
1 - On form & ability, Theo is a 'guaranteed' starter at the moment - he's the club's best right winger.
2 - He should become the club's top earner because that's what it'll cost to retain him. If we'd managed his contract better over the years (assuming we'd have been able to), we wouldn't be in this position now. And besides, English stars earn more in England than foreign ones - we all knew that.
3 - An attacking player that scores goals always comes at a premium to defensive players, who are generally cheaper & earn less. That rules out half of the names you've mentioned already.
What Theo's asking for should be market rate - you should understand that better than anybody.
