Well, sort of. It depends on where/how you buy things. Conceivably you could go to a state with a lower rate or buy online and not be charged tax at all (depending on whether the business your are buying from has a physical presence in your state, or if there is some other state law that accounts for things like distribution centers, etc.).
Sales tax is one of the ways states retain power, and its also a great way to keep the poor poor. Make them pay for buying things, nothing out of the businesses' pockets. That's what the idiot libertarians love, and they want to make it the only kind of taxation in the US (they believe income tax is actually technically illegal according to US tax code).
