You could make that argument for giving grants to any business, but it doesn't happen, not for those reasons. In the meantime it means more money being spent on police, more road closures and extra strain on the transport networks.
I'm guessing the council will argue that Tottenham will invest heavily in the area and the grant is simply a contribution to that, but it's certainly not common sense or a non-issue, not all the local residents will be for it. Imagine if the council next to Heathrow told it's residents that it will actually give BAA a grant to expand Heathrow?
