What blows my mind about not playing Norgaard more is that neither Rice or Zubi are men of moments. They're both lauded for their ability to impact a game over 90 mins via their involvement (stamina, on ball, support, ec.). Norgaard could easily match them in regards to individual decision making and execution, in fact we've seen that quite a few times - he's surprisingly good on ball. It's not like we're asking him to replace Odegaard and find a final ball.
So yeah, no reason Norgaard couldn't be resting either player when there's 20 mins left in games we have control of. Or starting for one in games we were confident heading into.
