I am still stuck on the fact that Veltman already put the ball into play after the whistle for the foul. The ball was stopped, and kicked forward. If we want to talk about letter of the law, then all Rice do was force a throw in. Add into that Veltman kicking the ball 5 yards forward from where the clear foul was, nothing RIce did should have constituted a yellow, as the play should have been called dead.
