VAR is a broken system. Match referees shirk tough decisions due to the VAR review being available. Then the VARs shirk overturning poor decisions out of solidarity with the match referees, due to the timid "clear and obvious error" guidance, and because the luxury of time and various angles also means there's more scrutiny on their interventions.
Dodgy decisions are part of the entertainment product nowadays, much as editorials that outrage us are part of the news media product.
Best guess is at least one of those calls is given for Forest if there's no VAR.
There are clearly ways to improve it. Having the match referee do the video review themselves would eliminate some of the conflicting incentives for example.
