Qwiss Martinelli has 4 PL assists (5 all comps) this year and 5 PL assists (6 all comps) last year. Not impressive at all and not more than Rashford has.
But I don't mean to be going on about output, because that's very related to the team situation. I think it's useful to separate the scouting report, in terms of a player's attributes and what he can do at his best, from overall performance and productivity. That's how you identify players who would benefit from playing in your team, in your system, in your environment etc. Havertz is exhibit A of that. Wenger was a genius at seeing that.
My comment was about attributes, and therefore about upside, and I think Rashford is in a higher bracket there, for the reasons I articulated above. Nor is Martinelli particularly likely to improve to something better than a squad player on a top team IMO – he has technical limitations and doesn't seem to 'see' the game very well, and is ultimately reliant on industry and intensity.
I don't necessarily trust Rashford mentally, and I would probably be more enthusiastic about Eze at the moment. But if Arteta were to go for it I can understand why he's making the gamble.
