I don't quite see it. He just doesn't quite have that last part reliably enough. It's probably between him and Zaha for most dangerous dribbler in the league, but I think they're both at the right level of club.
You remember how Bayern deemed Pépé a player that needs space and works better in transitions? That's ASM and Zaha. They are a nightmare in the chaos of a counter with space all around, but against low-blocks and tight spaces, they're not decisive enough or quick enough in thought and touch.
