Ordinarily that would be a red flag for me, but perhaps not so much in our current situation where IMO the structure lacks experience and bona fides.
In many ways Tuchel's short tenures are no different to the likes of Mourinho or Bielsa, and perhaps the bigger question should be does he leave the clubs in a better position, or does he lay waste to them as per Mourinho? If not then he's probably worth the 2-3 seasons of 'hard love' to regain some credibility.
IMO his availability means that there should be some very serious consideration to replacing Arteta sooner rather than later, as Tuchel was considered as being one of the top managerial newbies along with Nagelsmann.
I think Tuchel increases the likelihood of Arteta being replaced now rather than at the end of the season, simply because a top experienced manager is now available, as opposed to experienced managers who have been out of a job for more than a season. That PEA has some of his best seasons as CF under Tuchel at BVB further sweetens the pot.
EDIT - bottom line for me is IMO neither Arteta nor Edu have either the experience or creds to effectively perform a rescue job on this season. I think it has got to the point whereby Arteta needs to go, and Tuchel's availability should be the new trigger to that decision as opposed to waiting to see if we are more than 3 points behind the teams immediately above us in the table.
