IMO it was/is more about the roles than the individuals.
At the time I think Aouar = creativity whilst Partey = defensive cover/athleticism. Arteta prioritised Aouar re creativity, whereas Partey was more doable in terms of finances.
That said I think that Partey's perceived role in midfield changed once it became apparent he would be the only addition. I think he went from being the CMD/DM providing defensive cover to a more DLP supporting role to utilise his passing and directness in transition, and athleticism to support the attack and provide cover.
Partey's ability to beat the press, create space and then quickly transition the ball forward is similar to that seen with both Cazorla and Aouar.
I think Partey now not only replaces Xhaka as the DLP, but also negates the 'need' for an exclusively 'creative' CM such as the likes of Aouar, particularly if we intend to retain the 4231 rather than switch to a 433.
Back to the question = I would still prioritise the need for creativity over athleticism/power/defensive cover, but IMO Partey is the right signing because he meets both requirements and raises the bar/options in doing so regarding potential partner types.
