daredevil Chelsea up until Roman were an irrelevant London club, their local rivalry was always with the likes of Fulham, then the firms had a big rivalry with Millwall and Leeds from something in the 70s IIRC.

They just go around hating Arsenal and Spurs to make themselves feel more important!
