For what it's worth, I don't think we get to choose how many stages we build a team in. First things first, we need an actual team without gaping holes in it. Buendia is well suited for a 433-into-4231. He actually fits the profile of how we might want to play. Whether he's enough to win us a title is kind of irrelevant at this stage.
Once the team actually has the right profile, then you can look at the weakest links and put huge money into world class upgrades to drag you over the line into a title-challenging team. It's worth noting that when teams like Chelsea do this, the manager is included as a position that can be considered for an upgrade.
I don't think that the formation is actually the most important part, even though I myself mentioned it in this very post. It's about balancing the profile of the squad in terms of defenders/midfielders/attackers as well as looking at the inside/outside of the pitch, and perhaps most importantly, looking at player traits that don't necessarily map to positions and ensuring that all the elements you deem necessary are present somewhere in the team. That, I think, is where philosophy most comes into play.
