If you follow the transfer rumor cycles, you frequently see "the deal's off" stories directly after a signing is made, whether it's in another position or not. I imagine that people generally know when a signing is close, and that knowledge is both purposefully and mistakenly misapplied to a range of players. When the actual signing is made, you start to hear that nothing is close, and so you get stories like this.
We may not sign Partey in the end, but we're clearly in for him, and I don't think any of these reports can be sure of anything.
