More of a system type fit (as Ricky alluded to) and Hakimi is better for a team that plays 3 ATB due to his defensive abilities.
Conte can turn some below average players into good ones (Moses, etc.) at this position. With Hakimi, he may very well live up to the potential you mentioned.
They are also trying to get Tonali as well; would also be a massive signing for them.

I think there are less great fullbacks than players in other positions. Though it's probably easier to get away with an option that's nothing more than decent than it is in other positions. What's weird is that City already have Cancelo who's not playing because, I assume, he's not good enough defensively, while Hakimi is also very much a wingback.

Hakimi is a sure thing, really excellent player. Its damn tough to find a RB of this quality that will last you a decade
