His price was undervalued as it was basically a co-ownership type of agreement with Sassuolo.
Juventus agreed to buy Demiral in the future for 18m euros (while Sassuolo was buying Demiral from his Turkish club and Juventus did not have room to register him/Serie A non-EU rule?), so Sassuolo basically got paid 9m euros for having him around for 6 months. Teams offered more for him but Sassuolo stayed loyal to their agreement with Juventus.
Juventus probably has this type of gentleman's agreement with many other young prospects in Italy, such as Hamed Traore (off the top of my head).
