Put it this way, most people thought the Kos goal should have been ruled out against Burnley, yet he didn’t use his hand deliberately either. People seem to judge it by the consequences rather than the action. Take the subjectivity out of it, if it hits the arm in that sort of position just call it a handball. Its perfectly fair.
