We might get it done cheaper but that's what it cost them and they're pretty well run.
I think they're just doing it the blunt way because they can. Without any tangible UEFA regulations on their spendings they've brute-forced it. Look at this breakdown from the beginning of the year over league points per game plotted against net transfer outlays - they're so far down in the diagram that the Y axis is almost twice as long as it would've been without them:
