That's not really how City operate though is it? They've signed very few a-list footballers, their most expensive signing is Mahrez, their highest profile signing is, I dunno, Aguero maybe? I mean you have to hand it to them, they've been a lot smarter than PSG. They've added really good players in every position, ones that cost a lot but without the hollywood premium, made sure they have plenty of depth and don't waste any time in replacing expensive flops, they just buy again. The consequence is they have a near complete squad without any huge a-list stars. That's more United's style.
Also worth bearing in mind that the PL is essentially run by all the clubs, it's in their interests to limit City's ability to splash out without remorse. But I guess they don't have to go there (and bring their own spending into the spotlight) with UEFA doing their job for them.
