I think that's a pretty good take on it. If you have designs to win the tournament, which Belgium and England surely do, it would be pretty stupid to kill your own momentum. The opposition they face in the knockout rounds is going to lose respect and fear for the losing team too.
hmm, so England/Belgium's forward route:
Group winner: 16 Japan, QF Brazil or Mexico, SF Uruguay/Portugal/France/Argentina Runner-up: 16 Colombia, QF Sweden or Switzerland, SF probably Spain or Croatia
... if I was the manager, I'd be looking at a nice sedate draw to avoid any damage to morale, and a couple of yellows to get the runner-up half of the draw.
