It makes sense though. If you just have a couple subpar players, it's easy to fix: have Sven get you new players.
When your highest-paid guy is perceived as underperforming or having to be shoehorned into the lineup, that's a big problem. If I were Emery, I'd absolutely be concerned about getting the best out of Ozil, or whether he fits into my vision for the team. Emery's job probably depends on it.
