I don't expect Ozil to be in the first team and, in any case, Pepe is not a runner in front as his starting position tends to be deep. Also, all our forwards are wasted with no base (CM/defence) to build from and i'm always reminded of Bergkamp's quote when he first joined mentioning how amazed he was watching other teams struggle to break down our famous back 4.
With Xhaka the sieve behind, they have to do the tackling so you are getting nothing more from Ozil other than link up play as Pepe will flourish better with a reliable one-two partner.
