Firstly the FA would clamp down hard on anyone who tried to go down the Keown/Keane/Vieira route. Secondly, the players don't really loathe each other as much as Arsenal and United players did. Thirdly, Man City can hardly claim to be the plucky underdog taking on the evil Manchester United - in other words, the philosophy and history of Man City is pretty shallow so fans - particularly locals - don't take them as seriously. Most United fans still take their rivalry with Liverpool more seriously.
