So far as I can tell with VAR & officials in general it is open slather in regardss to each being free to make their own interpretations. In general terms the Law is an ass, but it's one saving grace it has the rule pf precedent whereby decisions made by senior experienced judges set the bar for each subsequent application. This doesn't stop bad decisions but it does make it more consistent.
Whereas in the last week we have seen 1 penalty allowed with proximity not being considered a factor, and another penalty disallowed under similar circumstances because a different VAR team and match officials considered proximity to be a factor. The only way both decisions can be validated by VAR is if the underlying directive is to uphold the 'clear and obvious error' premise above all else, which then only exposes the incompetence of the match officials and match officiating.
