That's not going to change anything but keep all those out who are in need of help. The truck driver from Nice wouldn't have been kept out by any border control either because he was French-born.
There's unfortunately very little anybody can do to protect themselves from attacks like these. Your best bet would be to actively start helping people not having to leave their countries in the first place. Germany could finally withdraw its troops from the Hindu Kush and stop offering German soil and infrastructure for American drone operations in Pakistan and Afghanistan.
And there would still be horrible incidents like these happening from time to time. Remember the Germanwings tragedy? Very little you can do to defend yourself against stuff like that.
