If a cup win results in nothing other than short lived excitement that can be washed away by anger at the lack of either a multitude of signings, or a big signing, then I would suggest that for those who feel that way, and it's not all fans as you suggest (though it pretty much is everyone on here) then it's on the mark to say that player signings are regarded more highly than Cups by some fans.
Of course going out of the EFL isn't a big deal. It's a mickey mouse cup.
All victory is fleeting. You are only as good as your last game etc. People dont want multitudes or big names or whatever other dismissive way you want to describe it. They see a need for improvement and want it addressed. People want more for the club than than 2 domestic cups in a dozen years.

It's not a judgement, it's not an insult, it just is. So what.
All I'm getting at is that we're not all the same in terms of what causes us the most disappointment or frustration in relation to our hopes for the team - for some going out of the EFL Cup is unacceptable for others it's no big deal past it being irritating to see a second string team beaten at home.
For some winning nothing last season and signing a good few players this summer has reined in the Wenger out reflex, even though in real terms we're not in a significantly better position than this time last season.
The contrast being last season, on the back of another FA Cup, we signed no outfield player and by December some fans were furious.
I'm not bothered about going out of the EFL as I think our squad doesn't have the depth of quality to sustain EFL, FA Cup, PL and CL runs come January and February.
In terms of our PL challenge - given how Santi's absence has affected how we attack and the number of chances we create I'm not sure that we have goalscorers great enough to sustain scoring from the limited number of shots they get.
