I suspect it's much to do with the role he has been given and how high he is playing in recent seasons. As a result he is as reliant upon quality service as the CF.
Further to that I think his roles are quite different regarding who is the CF. His higher role gives him less opportunity to get on the ball earlier to have more influence on the game deeper on the pitch as he is almost a pseudo forward.
That said his performance this season is deceiving, as his stats are every bit as good as Hazards in regards to end product in either goals scored or assists, and as a consequence he is having his most productive season for goals scored.
