Silva has phenomenal technique, I'm not saying he doesn't, but he plays as a forward and his poor decision making and final ball have been a constant in his game since I first started watching him. Özil makes the difference in the final third with his own phenomenal technique and impeccable decision making. Silva just doesn't really. Maybe if he played deeper the good parts of his game would be more important and the bad stuff less so.
I agree with you on his weaknesses in the final 3rd , but he has mostly played as a midfielder (which he's ) in his career. And he's/was highly rated for his qualities as a midfielder. He's the don at manupilating the ball in congested areas, knitting everything together, advancing play etc
He has largely escaped criticism at City though (especially when you take into consideration the undeserved stick Ozil usually gets from the press) as he's had quite a few inconsistent periods. At his best he's a quality player though IMO
