I think Dimarzio is wrong. Most sources claim that Fiorentina bought him for €15 million in total, including the €5 million they paid for 50 percent of his license two years ago. That's a long shot from €27 million, never mind a £28 million sell-on fee.
Generally transfer fees aren't that inflated in Serie A. The obvious exception is when clubs feel that they can scam the likes of City and Chelsea who have unlimited funds. Jovetic went for about £30 million last summer. At the same time Fiorentina sold Ljajic to Roma for less than half of that fee.
