Everything is happening all the time. Deals can take a year to come together. Sometimes a fee is agreed with a player and not the club sometimes the other way round. Clubs often refuse to sell at Jan. Then the next summer more clubs might be interested so the agent will be trying to get more wages out of their preferred club without looking greedy and spoiling the clubs interest.
Agents have a ton of players so the agent is in one country the club is in a different one and the player is on holidays on a beach in Portugal so its hard to get everyone together for multiple meetings. It's all brief phone calls and people taking time to consider. Which involves the agent ringing papers to get stories printed about clubs that aren't really interested.
Depends how shitty the clubs are but Spurs and levy for example ring the papers to get stories about excessive wage demands printed. So if he's talking to a player and they want 40k he'll flood the papers with rumours the player looked for 85k. This is to put other clubs off. It used to work well for them but everyone has worked it out.
What we end up with is papers packed with stories with real sources but false planted reports.
